What is the politically correct term to describe people with mental abnormalities?

Having worked in this field for 3 years, I can tell you the correct term is cognitive disabilities. Laws are trying to get passed throughout the US to take the word "retard" out people's medical records, since this term is considered very offensive to the cognitively disabled.
