How long is a dog on heat for?

my almost 7 month old staffie pup came on heat about 3 weeks ago and is still bleeding quite a bit? i thought she was only in season for around 3 weeks but with no sign of the bleeding letting up i was wondering if it is something to be concerned about or is it just that dogs differ with how long they are in season for?
